The CeSAMs are dynamic and inspiring working groupsbringing together key players in Quebec’s life sciences and biotechnology industry to address specific issues. CeSAMs offer a unique opportunity to exchange ideas, collaborate and take effective action.
CeSAMs focus on topical issues that have a significant impact on our industry. Whether it’s regulation, innovation, government policies or economic challenges, we address these crucial issues to influence the development of our sector.

BIOQuébec focuses on companies and organizations active in the fields of therapeutics (including vaccines), diagnostics, and health technologies for human or animal use. Its members develop, manufacture, and market biopharmaceutical products and medical technologies, offer biotechnology and health technology services, support the life sciences industry, or act as strategic partners in the sector.

Participation in CeSAM BIOQuébec is an exclusive privilege reserved for regular members and partners, and by invitation only for non-members.
Mandate
This CeSAM provides strategic intelligence and guides BIOQuébec’s advocacy, positioning, and government relations efforts with public authorities and key stakeholders.
The Public Affairs CeSAM works in close coordination with the other CeSAMs to integrate their sector-specific priorities and ensure consistency in BIOQuébec’s advocacy efforts and policy positions.
The objectives are :
- Conduct ongoing strategic monitoring of public affairs issues relevant to the life sciences and health technologies sector and to BIOQuébec at the Québec, Canadian, and international levels.
- Define and guide BIOQuébec’s advocacy and engagement strategies with government authorities, public agencies, and other key stakeholders.
- Identify priority issues requiring formal policy positions, including briefs, position papers, pre-budget submissions, letters, and public statements.
- Identify opportunities for sector studies and analyses, and contribute to defining their objectives, scope, and parameters.
- Contribute to the development, review, and ongoing refinement of BIOQuébec’s official policy positions.

Mandate
This CeSAM analyzes the funding landscape and financing mechanisms for the life sciences and health technologies sector, identifies gaps across the financing continuum, and develops recommendations to improve access to capital and strengthen the competitiveness of Québec’s life sciences ecosystem.
The objectives are :
- Identify and prioritize funding issues with an immediate impact on member companies, and define targeted advocacy initiatives.
- Develop and actively advance recommendations to improve public funding programs, tax incentives, and financial instruments in order to enhance their accessibility, predictability, and overall impact.
- Engage with government decision-makers and financial partners to address gaps identified across the financing continuum.
- Contribute to the development, refinement, and promotion of BIOQuébec’s policy positions on funding, investment, and capital access.
- Facilitate strategic connections among companies, investors, and institutional partners where appropriate.

Mandate
This CeSAM seeks to influence the policies and practices governing market access, health technology assessment, and the integration of biopharmaceutical innovations into Québec’s healthcare system.
The objectives are :
- Identify and prioritize market access and reimbursement issues that affect the timely and appropriate integration of biopharmaceutical innovations into Québec’s healthcare system.
- Engage with government decision-makers and health technology assessment (HTA) agencies to improve the timelines, criteria, and mechanisms governing access to innovative therapies, with a focus on quality, equity, and healthcare system performance.
- Develop recommendations to strengthen pharmaceutical policies and regulatory frameworks in support of the responsible adoption of innovative therapies, including personalized medicine, precision medicine, and treatments for rare diseases.
- Contribute to BIOQuébec’s policy positions aimed at enhancing both the attractiveness of Québec’s life sciences ecosystem and the quality of care delivered to patients.

Development, maintenance, and strengthening of Québec’s manufacturing capabilities, including issues related to competitiveness, resilience, and national health sovereignty.
The objectives are :
- Preserve and strengthen Québec’s industrial capacity in the life sciences and health technologies sector.
- Identify, prioritize, and advance the levers needed to enhance the resilience and growth of manufacturing capabilities, including taxation, incentives, workforce development, infrastructure, regulatory frameworks, and procurement policies.
- Contribute to the development of strategic recommendations that support the establishment, retention, and expansion of manufacturing activities in Québec.

This CeSAM seeks to influence the policies, practices, and mechanisms governing the assessment, procurement, and integration of medical technologies and diagnostics into Québec’s healthcare system, with the goal of promoting their effective and responsible adoption.
The objectives are :
- Identify and prioritize issues related to the integration of medical technologies and diagnostics that affect the quality, performance, and modernization of Québec’s healthcare system.
- Engage with government decision-makers and relevant organizations to improve the assessment, procurement, and implementation of medical technologies and diagnostics.
- Develop recommendations to strengthen public procurement policies and practices in order to promote innovation, clinical value, and organizational efficiency.
- Contribute to BIOQuébec’s policy positions aimed at advancing the responsible adoption of medical technologies and diagnostics for the benefit of patients and the healthcare system.

Mandate
This CeSAM aims to strengthen the competitiveness, visibility, and growth of Québec’s clinical research and contract research sector by supporting its strategic positioning and enhancing its attractiveness to national and international sponsors.
The objectives are :
- Review the content of the report
- Prioritize the issues raised
- Take action to support this segment of the industry and remove obstacles and irritants where necessary.
Our Initiatives :
- Develop and implement structured initiatives to promote and position Québec’s clinical research and contract research capabilities, both within Québec and internationally.
- Engage with government decision-makers to improve the conditions for conducting clinical research and contract development projects, including timelines, regulatory frameworks, access to research sites, and support programs.
- Identify, prioritize, and support trade missions and business development initiatives that create value for BIOQuébec’s members.
- Contribute to BIOQuébec’s initiatives aimed at enhancing Québec’s attractiveness as a destination for contract research and development (R&D), clinical trials, and contract manufacturing projects.
