Mobilization, recognition and vigilance
Dear members
March was marked by an eagerly awaited milestone: the presentation of the 2025-2026 budget by Minister Éric Girard. BIOQuébec welcomes the renewed recognition of our sector's role in economic development and innovation, notably through the continuation of the Quebec Life Sciences Strategy (QLS) and the introduction of a new tax credit for research, innovation and commercialization (CRIC). These announcements are in line with the recommendations made by our association.
However, the budgetary envelope of $54 million over three years dedicated to the SQSV remains modest in relation to the sector's potential. We hope that this is an initial, transitional commitment, to be increased as economic conditions permit.
As far as the CRIC is concerned, although the reform appears promising overall - particularly the expansion of eligible expenses and the de-capping of the refundable credit - we are currently assessing its real impact on our entire ecosystem. Behind the welcome measures, however, there are signs of differentiated effects, and we fear that some young start-ups may be at a disadvantage. A more in-depth analysis is underway, and corrective action is being taken as of today. This analysis will be shared with our members shortly.
A busy and productive April
BIOQuébec pursued its representation efforts with 57 public affairs actions in April, testifying to the intensity and consistency of our commitment. These included:
- 15 événements organisés ou participés,
- 13 interventions auprès de contacts politiques, consulaires et gouvernementaux,
- 2 correspondances officielles,
- 27 rencontres associatives ou institutionnelles.
These actions aim to advance recognition of our sector, foster dialogue with decision-makers and create conditions conducive to the development of our members.
Continued mobilization
We are actively pursuing our work to ensure that budget commitments translate into concrete benefits for our sector. BIOQuébec will continue to act as a link between its members and public authorities, providing a constructive voice and defending a business environment conducive to innovation.
