The mission of the Sous-ministériat à la performance is to respond to a change in government paradigm, which is reflected in the increased accountability of all government players. It is also responsible for developing, updating and distributing periodic monitoring tools and reports, as well as producing strategic analyses, to facilitate effective government decision-making. He is responsible for all consultations with the Ministère de la Santé et des Services sociaux' partners in this field.

Mr. Kobrynsky holds a Bachelor of Business Administration with a specialization in Operations Management from HEC Montréal, and a Master of Management Science in Management from the London School of Economics. A manager for 18 years, between 2004 and 2018 he worked for Groupe Créatech Bell Canada, then Sun Life Canada, as a project manager and senior consultant. From 2018 to 2020, he was Senior Director - Consulting at PricewaterhouseCoopers (PwC). He also held the position of Senior Researcher for L'actualité's Bulletin des ministères. In March 2020, Mr. Kobrynsky joined the Quebec public service. He is appointed Assistant Deputy Minister at the Ministry of Health and Social Services.

Mr. Aubé holds a Bachelor of Arts in Physics and a Master of Applied Science in Mechanical Engineering from the Universities of Montreal and Concordia respectively. With some ten years' experience in an innovative SME, he joined the Ministère de l'Économie, de l'Innovation et de l'Énergie in 2021 to contribute to Quebec's economic development. Since 2024, he has held the position of Assistant Deputy Minister, Strategic Industries, where his duties include economic development of transportation and logistics, life sciences and environmental technologies, metallurgy and industrial products, and digital technologies, to name but a few.
