For Quebec public procurement based on value, innovation, and performance

BIOQuébec publishes a position statement on the evolution of procurement practices in Quebec, in the context of the renewal of the government’s public procurement strategy. 

Public procurement plays an important role in the functioning of the healthcare system, particularly in terms of access to the technologies, equipment, and supplies needed for care. Procurement decisions influence innovation, supply chain resilience, and economic activity in Quebec, while contributing to the performance of the healthcare system and the efficient use of public funds.

In this document, BIOQuébec presents four recommendations, as well as a fundamental recommendation relating to the regulatory framework for healthcare acquisitions:

  • Make value-based and performance-based procurement a standard practice;
  • Recognize Quebec’s added value more, but with caution;
  • Strengthen upstream dialogue with suppliers and the use of prior consultations;
  • Recognize procurement as a strategic function of the government and support the professionalization of teams;
  • Adapt the regulatory framework applicable to healthcare procurement to better reflect the complexity of these markets and their impact on the functioning of the healthcare system

With this statement, BIOQuébec is contributing to discussions on the renewal of the government’s public procurement strategy and will continue to draw on its industry expertise in the evolution of Quebec’s public procurement markets.
