Montreal, December 5, 2025 – BIOQuébec welcomes the renewal of the Quebec Life Sciences Strategy for 2025-2028, which reaffirms the importance of our industry to Quebec’s economy. Supported by more than 750 companies and nearly 40,000 highly skilled jobs, the life sciences and health technologies (LSHT) sector generates $4.2 billion in exports.
First, the Strategy puts forward measures aimed at stimulating the growth of companies in SVTS and promoting the emergence of anchor companies, in line with BIOQuébec’s recommendations. It is essential to ensure adequate and continuous access to capital to support business development at every stage, including seed funding. Although the development of a new drug or technology involves long cycles and high risks, the sector offers higher returns than many other strategic industries.
Second, the Strategy recognizes the direct influence that market access has on the industry and outlines actions to improve it. Open dialogue with the industry remains essential to addressing issues affecting Quebecers’ access to innovations in a concerted manner. Collaboration between the MEIE and the MSSS is part of this approach, and coordination with Santé Québec will be essential to facilitate access. The intention to accelerate the integration of innovative drugs and technologies will strengthen Quebec’s ability to attract investment and remain competitive in health innovation, provided that this commitment is translated into consistent action on the ground.
Furthermore, BIOQuébec welcomes measures aimed at strengthening local supply chains, preserving our industrial capabilities, and attracting investment projects. It is essential to ensure the availability of essential medicines and technologies for biosecurity in order to adequately meet the needs of the population, including in crisis situations. It is also important to maximize and recognize the added value generated in Quebec, whether in research, development, or manufacturing.
Finally, BIOQuébec welcomes the announcement of the creation of a monitoring committee, including industry associations, responsible for ensuring the adaptation and implementation of the Strategy’s benefits for industry, the healthcare system, and the population. BIOQuébec offers its full cooperation to this initiative.
BIOQuébec is a non-profit association funded entirely by its members. It currently represents more than 330 organizations active in Quebec’s life sciences and health technologies industry. Its members are involved in all stages of the health innovation chain and contribute directly to improving the quality of life of the population. Their activities cover the discovery of drugs, vaccines, diagnostic tools, and medical technologies (equipment and supplies), as well as their development, manufacturing, and commercialization. BIOQuébec acts as the voice of the industry, promotes networking and economic development, and provides a strategic link between the private sector and all stakeholders.
