Building Capacity Along the Value Chain in a Context of Strategic Interdependence

Recent disruptions in supply chains have reignited discussions about the resilience of health systems. The COVID-19 pandemic, geopolitical tensions, and the concentration of certain industrial capacities have highlighted the vulnerability of many countries to disruptions in the supply of medicines and health products.
Strengthening pharmaceutical resilience requires a structured approach, combining the development of targeted local capacities, reliable international partnerships, as well as an improved business environment and the promotion of innovation.
Our recommandations :
1. Define a clear national strategy
Adopt a national pharmaceutical resilience strategy based on strategic interdependence, aimed at developing local capabilities, securing the supply chain through reliable and complementary partnerships, and fostering the integration of innovation.
2. Support the entire value chain
Support the entire pharmaceutical value chain in Canada, particularly through targeted measures to support investment, innovation, access, and industrial scaling up.
3. Strengthen manufacturing capabilities
Strengthen pharmaceutical manufacturing capabilities in Canada by targeting strategic segments, including medicines essential to public health and critical components of the value chain.
4. Improve market access
Improve market access and the predictability of the business environment to enhance Canada’s attractiveness for investment in research, development, and manufacturing.
5. Open markets that support capabilities in Canada
Maintain open markets while promoting local value-added, within a high-performing industrial ecosystem open to global innovation.
