The CeSAMs are dynamic and inspiring working groupsbringing together key players in Quebec's life sciences and biotechnology industry to address specific issues. CeSAMs offer a unique opportunity to exchange ideas, collaborate and take effective action.

Mandate
This CeSAM is the association's main body dealing with public affairs issues (public relations and government relations).
Its role includes supporting initiatives involving legislative and/or political aspects that are dealt with in detail by other CeSAMs as appropriate.
The objectives are :
- Monitor relevant public affairs topics and issues
- Analyze and prioritize topics and issues
- Determine if Actions and Interventions are required
- Carry out actions and interventions
- Inform members as required
- Identify opportunities for sector studies and analyses
- Create functional links between BQ and other SVTS associations

Mandate
Despite the proliferation of measures aimed at generating financing opportunities for companies in the life sciences industry, there are still challenges to be overcome.
This CeSAM focuses on corporate financing issues specific to the sector.
The objectives are :
- Draw up a portrait of financing issues by company category, stage and nature of activity.
- Draw up an inventory of available financing program, measures and offers, and their allocation criteria.
- Assess gaps in the financing chain
- Imagine new solutions and proposals
Initiatives 2025
- Maintaining and improving existing programs
- Focus Pre-Seed, Seed and Serie A
- Mobilize more capital for SVTS, including from accredited investors (Angels)
- Increase non-dilutive and non-matching financing
- Increase the proportion of financing going to the company rather than the project
- Enhance SRED credits
- Increase support for companies raising capital outside Quebec
Mandate
To address topics and issues that affect Quebec's ability to capitalize on innovations in healthcare, and in particular, but without limitation, innovations that originated, were developed and/or produced in Quebec.
The keywords for this CeSAM are “market access”, “technology assessment” and “innovation integration practices”.
The objectives are :
- Raise awareness among public decision-makers of the need to make Quebec an open market for innovation, a more efficient and dynamic taker environment.
- Sort out reality from perceptions, and make useful, reasoned comparisons.
- Identify the measures that should be implemented and those that have been but are not yet producing results.
- Carry out the necessary actions and interventions.
2025 Initiatives
- Focus on advanced therapies i.e. CGT and exceptional categories i.e. Dx, stable blood products.
- Update framework with INESSS.
- Bring innovation-friendly policies back to the fore in the SQSV.
- Make rare disease and cancer policies a reality.
- Introduce the idea of an accelerated pathway for value-added innovations from Quebec.
- Contribute to the evolution of public contracting practices (hospital purchases, vaccines, Dx etc.)
Mandate
Following the launch of the Quebec Life Sciences Strategy 2022-2025, the Government Procurement Strategy, and the Quebec Research and Innovation Investment Strategy 2022-2027, life sciences companies are hoping that local demand for their products will be more robust.
This CeSAM looks at the public policy and business environment issues that make Quebec a tougher market than it should be for local manufacturers.
The objectives are :
- Draw up a portrait of manufacturing activities covered by Measure 7 of the SQSV (within the BQ perimeter)
- Draw up an inventory of obstacles and disincentives to local demand
- Prioritize issues
- Propose solutions

- Price war
- Local purchasing / food safety
- Value chain linkages in Quebec
- Tax incentives (DICI etc.)
- Influence and exports
Mandate
Following the publication of the report on CROs in spring 2023, BQ decided to create a CeSAM on the subject to better support the activities of this important segment of its membership.
The objectives are :
- Review the content of the report
- Prioritize the issues raised
- Take action to support this segment of the industry and remove obstacles and irritants where necessary.
